The notation ‘[NP]’ in a rule means that a boat may not protest another boat for breaking that rule.
This changes RRS 60.1(a).
The notation [DP] in a rule of the sailing instructions (SI’s) means that a protest committee can award
a penalty less than disqualification (including no penalty) at their discretion. This changes Rule 64.2

1. RULES


1.1 The event is governed by the rules as defined in The Racing Rules of Sailing.
1.2 The Australian Sailing prescriptions and special regulations part 1 – Category 6 apply.
1.3 Appendix T – Arbitration will apply.
1.4 Competitors must follow all Club COVID-19 Policies

2. SAILING INSTRUCTIONS

2.1 The sailing instructions will be available after 1300 on 06/05/2023 at
https://www.rqys.com.au/sailingnoticeboard/.

3. COMMUNICATION

3.1 The online official notice board is located at https://www.rqys.com.au/sailingnoticeboard/ .
3.2 [DP] All boats shall carry a VHF radio capable of communicating on channels 16, 72, 77.
3.3 On the water, the race committee will make courtesy broadcasts to competitors on VHF radio.
The channel will be stated in the SIs.
3.4 [DP] While racing, except in an emergency, a boat shall not make voice or data transmissions
and shall not receive voice or data communication that is not available to all boats.

4. ELIGIBILITY AND ENTRY

4.1 The event is open to all boats of the Monohull and Multihull Yachts (both Trailerable and
fixed keel) on the register of a yacht or sailing club affiliated with Australian Sailing (AS).
Dinghies are not permitted to sail.
4.2 All crew are required to be included in the boats online entry/registration before race first
warning.
4.3 Boats may enter the event by registering online at PIF Charity Regatta 2022 - Yacht owner
entry form QLD - Property Industry Foundation by 1 May, 2022
4.4 To be considered an entry in the event, a boat shall complete all registration requirements and
pay all fees.
4.5 Late entries may be accepted at the discretion of the Organising Authority.

5. FEES

5.1 The Entry Fee shall be NIL.
5.2 Any Refunds will be as per the RQYS Sailing Refunds Policies
(https://www.rqys.com.au/policiesanddocuments/ ).

6. ADVERTISING

6.1 Boats may be required to display advertising chosen and supplied by the organizing authority.

7. [DP][NP]SAFETY REGULATIONS

7.1 Skippers must insure they have a blood alcohol limit of 0.05 or less for the duration of racing.
7.2 All skippers are reminded to exercise appropriate caution whilst sailing and if conditions
deteriorate or become marginal to assess the risks inherent in continuing to sail and make an
appropriate judgment that protects or preserves the safety of those on board the yacht(s) under
their care and control. This decision may be to continue at reduced speed or retire and seek
refuge. Boats that retire from the race, shall promptly advise the Race Committee and their
reason for doing so.

8. SCHEDULE

8.2 No warning signal will be made after 1500 hrs.

9. VENUE

9.1 NoR Attachment A shows the plan of the event venue.
9.2 Racing will be conducted on Waterloo and Moreton Bays West, East, and/or South of Green
Island.

10. COURSES

10.1 The course(s) to be sailed & marks to be used will be identified in the Sailing Instructions.

11. PENALTY SYSTEM

11.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

12. SCORING

12.1 Handicap start times will be allocated to each boat at the Handicap Announcement.

13. BERTHING

13.1 [DP] Boats shall follow all berthing directions from the OA or Marina Office to the best of
their ability.

13.2 (a) Complementary berthing may be provided subject to availability early booking is
essential.

14. RISK STATEMENT

14.1 RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to
race is hers alone.’ By participating in this event each competitor agrees and acknowledges
that sailing is a potentially dangerous activity with inherent risks. These risks include strong
winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors,
poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting
in increased risk of injury. Inherent in the sport of sailing is the risk of permanent,
catastrophic injury or death by drowning, trauma, hypothermia or other causes.

15. INSURANCE

15.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum
cover of $10,000,000AUD per incident or the equivalent.

16. PRIZES

16.1 Prizes will be awarded as per Property Industry Foundation.

7am and 7pm.
